Add mode for report-only instead of delete upon meeting certain conditions

Instead of deletion as the only action to take upon certain conditions being met, have a report-only mode as well. This report-only mode could say, "/ would have been deleted." It could also report any other useful information.

It would seem to make sense to have the report-only mode be the default as well, and deletion can be more of an opt-in model.
