Do we need the Datatip types in this repository?

Now that `atom-ide-datatip` has been converted to TypeScript, perhaps, we could move [the types](https://github.com/atom-community/atom-ide-base/blob/master/types-packages/datatip.d.ts) away from here and into the `atom-ide-datatip` repository.

Start with types-packages/datatip.d.ts and compare it with the current atom-ide-datatip repository, which the issue says has been converted to TypeScript. Confirm where these types are maintained and whether this repository still needs them. Done means the ownership decision is settled and the types are consistently kept in the agreed repository.
