Closing one of multiple PRs for a given issue transitions the entire issue back from "In Review" to "In Progress"

Multiple PRs can reference the same Jira issue. These all appear within Jira on the side and the issue moves from "In Progress" to "In Review" when the first one is opened. However if even one of the PRs is closed, the issue moves back to the "In Progress" status, even though there are still active PRs open that reference it. It should remain "In Review" as long as there is any open PR referencing that issue.
