Deployments with environment protection rules show up as status 'Unknown' in Jira

When using GitHub [environments](https://docs.github.com/en/actions/deployment/targeting-different-environments/using-environments-for-deployment) to manage deployments, you have the ability to set protection rules.

For example if you want approval for production deployments you can add a 'Required Reviewer' to the 'production' environment. When workflows attempt to use this environment they will be stopped in a 'Waiting' status with a more detailed message of "is waiting for production deployment approval".

These workflows in the 'Waiting' status (screenshot below) show up as an 'Unknown' status in Jira (screenshot below).




Reproduce a GitHub Actions deployment that is waiting for approval through an environment protection rule, then compare its status with the status shown in Jira. The issue is done when waiting deployments no longer appear as Unknown and instead show an appropriate Jira status.
