JIRA Bug links should only showup if trigger words appear in comments

My code is littered with these "Create Jira Issue" links. It's a great idea, but the links should not show up for code, the links should show up if the trigger words appear in a comment

The links should show up if the trigger words appear in a comment

Turning them off which I dont want to do

Start by reproducing the JIRA bug-link behavior in the Atlassian VS Code extension and trace where links are rendered for code versus comments. Verify that links appear only when configured trigger words occur in a comment, and not for ordinary code content.
