Bitbucket Pull Requests - consistent sorting of Reviewers

Reviewers list changes on each refresh. When the reviewers list is long it requires several "refresh" attempts to check if any reviewers have approved the PR or not.

**Describe the solution you'd like**
Consistent sorting of reviewers avatar list and prioritize reviewers who have approved at the front. It would be helpful to have this information always visible to know wether or not a PR has already been approved by someone else.
