docs: update outdated All Contributors links in community docs

### What Dev Docs changes are you proposing?

Some Community documentation still uses outdated All Contributors URLs under the old `/docs/en/` path.

The affected files currently include:

* `docs/010-contribution-guidelines/recognize-contributors.md`
* `README.md`

The outdated links include:

`https://allcontributors.org/docs/en/specification`

`https://allcontributors.org/docs/en/emoji-key`

These should be updated to the current All Contributors URLs:

`https://allcontributors.org/en/reference/specification/`

`https://allcontributors.org/en/reference/emoji-key/`

### Why is this change needed?

The old `/docs/en/` URLs no longer point to the current All Contributors documentation, which can lead contributors to broken or outdated pages.

Updating them keeps the Community documentation consistent with the current All Contributors documentation.

This is a documentation-only change limited to replacing outdated All Contributors links in the affected Community files.

No code, dependency, CI, or behavior changes are involved.
