Separate backend to another view

Some backend controls such as `All document` and `All users` currently appear on top of the page, they should be moved to a different view that is accessible by the admin. Or, only admin privilege can see these pages.

Start by tracing where the “All document” and “All users” controls are rendered and how admin privileges are currently checked. Clarify whether the intended outcome is a separate admin view or restricted access, then verify that regular users cannot see or reach these pages while admins retain access.
