Add permission check before creating a job

Currently, we did not conduct permission check when creating a job for the job creator. Instead, we only check the permissions related to the document and project

Locate the job-creation entry point and review how document and project permissions are checked. Define the creator-permission behavior and add coverage for allowed and denied creation; completion requires the check to run before a job is created.
