Default message does not function most of the time

After setting a limit, and hitting that limit, it takes about 2-3 tests for the default to actually work. I don't know why, especially that for those tests I gave the exact same input

Start by reproducing the issue after setting a limit and entering the same input repeatedly; no source file or test is identified in the report. Trace the default-message handling and add a focused regression test showing that the default works on the first attempt after the limit is reached.
