MAST: Re-enable NED resolver tests when more stable

In #3615, I've commented out the remote tests that use the NED resolver since we've been having some issues with the service. Others at MAST are planning an update to use the new API. When this work is completed, make sure to uncomment these tests and verify that the NED resolver works and returns results in a reasonable amount of time.
