ALMA feature request: SODA queries

@andamian ALMA supports SODA subsetting (https://almascience.nrao.edu/soda/). I'd like astroquery to support it. The setup seems very complicated using existing machinery, but entirely possible.

Let me know if you're available to talk about this - I have a working example from Felix, but I don't yet understand how it fits with the astroquery vo data.
