Description
Folks have found that the code in [astroquery_utils.py](https://github.com/spacetelescope/drizzlepac/blob/385c29ed4bc33030d5440d8b9877ad5ffa9518eb/drizzlepac/haputils/astroquery_utils.py#L23) should be moved upstream to astroquery to make them generally available. It would be very useful to make retrieve_observation available to everyone. It also might make sense to enable it to work well on AWS as well to pull the files from the right place easily.
