Add guide on how partitioning args effect performance

One pain point brought up in the HCI meeting was that users were confused about what partitioning arguments to use when importing to hats, e.g. using `from_dataframe`. A suggestion was that it would be helpful to have a guide with recommendations in the docs, including explaining how the partitioning effects performance in different use cases.
