Description
Build a runner that executes the fixed query suite on both systems and captures standardized metrics.
Acceptance Criteria
- Runner executes all benchmark queries against HATS and BigQuery.
- Runtime is captured per query and per full run.
- [Optional] HATS resource usage is captured.
- Failures are classified and logged in a machine-readable output.
