Create a frontend for the IVOA registry

Create a frontend for the "repository" of catalogs registered on the HATS IVOA registry. It should be able to show the available core catalogs, the links to the mirrors and supported versions, extensions and respective modalities.

It should be built on top of the current data.lsdb.io website and potentially replace it as it currently stands.
