Investigate/Update PS1 blurb statistics

Noticed when trying to use data.lsdb.io for row count and partition count verification that the values listed on data.lsdb.io do not match the values retrieved directly from s3 for panstarrs. Panstarrs was updated recently, so this is probably just the result of that change, but the level of discrepancy is a touch surprising and we should check that this is expected and update the fields on data.lsdb.io if so
