Push descriptions down into hats.properties

Lots of work went into tracking down citation, attribution, provenance, etc, for the catalogs listed on this site.

We should insert more of the citation information in the catalog's `hats.properties`, and carry through all of the static rendered docs (and into the registry entries). would make a lot of people more happy.

Locate the catalogs listed on the site, their hats.properties files, and the process that produces the static rendered docs and registry entries. Inventory the citation, attribution, and provenance information already available, then trace where it is currently lost. Done means the selected citation information is stored in hats.properties and appears consistently in the rendered docs and registry entries.
