Update metadata files in older catalogs to include new properties

Some new properties were added to the HATS standard since we imported a lot of catalogs. We should update the `.properties` files to include them.

Properties to add:
- hats_col_healpix
- hats_col_healpix_order
- hats_skymap_alt_orders (where we have them)
- hats_version, since we add properties from 1.0?

Locate the older catalogs and their .properties files, then compare them with the current HATS standard and the Slack conversation referenced in the issue. Confirm which catalogs have skymap alternate orders and which properties were introduced with HATS 1.0. Done means the applicable properties are present in every older catalog metadata file with correct values.
