Request: adding dlint

I use dlint in my project.
Supporting the rules from dlint - https://github.com/dlint-py/dlint would be great

Start by reviewing the linked dlint project and Ruff's existing rule support to understand which dlint rules are requested and where comparable rules are implemented. Inventory the rules and their expected behavior before defining the scope; the work is done when the agreed dlint rules are supported and validated in Ruff.
