MacOS needs patchelf commands for the `dylib` to be working correctly

In `rules_python` we have some workarounds that are trying to fix the `dylib` so that it is not pointing to the GH actions runner paths as per the comment here: https://github.com/nicholasjng/rules_python/blob/1aa0d9f63ed7b98c65a81c4e78ebef2a258ee673/python/private/python_repository.bzl#L112

Would there be willingness to fix this in this project? I don't know if I have time to fix it myself, but I wanted to connect our issue that we have to a ticket in here so that we initiate a discussion.
