Why was the no-folding-per-pkg branch abandoned?

Description
Was this feature deemed unnecessary or difficult to implement, or was it just time issues. Even without a no-folding-list file just the ```.no-stow-folding``` part would be very useful I think, which seems to have been implemented already. I'd love to know if there are plans to add this in the future.
