### What happened?
The github action for mirroring releases has been failing for a while . One of the results of this is that ruff is stuck on version 0.12.8.

```shell
Go to https://github.com/aspect-build/rules_lint/actions/workflows/mirror.yml and see that the run has been failing every day since Aug 22.
```
