[FR]: setup wizard for existing repos

### What is the current behavior?

Install instructions are pretty tedious. You can use `aspect init` to get a fresh Bazel workspace with everything installed, but it doesn't apply to an existing repo.

we'd like to have a utility users can run that configures rules_lint formatters and linters based on detecting config files for each tool.
