File selection dialogue lose a focus automatically. (JetBrains' IDEs)

This issue happens to all JetBrains' IDEs.
I recorded it happens when making a new project.
The problem occurs when there are three windows.
In the video I uploaded, 1)"Welcome window," 2)"New project window," and 3)"Path selection dialogue."
When I click the 3rd window, the 2nd window is forced to be focused.

Also, I found that the same phenomenon happens for the following situations too: 1)"Main IDE window", 2)"Settings window," and 3)"Path selection dialogue"

I also tried with/without floating windows.

Reproduce the focus loss with the three-window JetBrains scenarios described in the issue, with and without floating windows. Trace the window-focus handling involved in path selection dialogs; done means the third dialog retains focus in both reported scenarios without breaking normal focus behavior.
