Description
I'm trying to map `shift + cmd - key` but when I try to use it it's like it doesn't realise that I pressed the shift key. When the same shortcut exists without the shift key, that shortcut even gets executed instead.
Works: `ctrl + cmd - z`
Doesn't work: `shift + cmd - z`
I'm on 12.3.1 on an M1.

Research direction
The issue names no files, tests, or entry points. Start by reproducing the shortcut on macOS 12.3.1 on an M1, comparing `shift + cmd - z` with `ctrl + cmd - z`; done means the shifted shortcut is recognized and does not trigger the unshifted mapping.
