Description
Problem
The email endpoint test can call the real DeepSeek service, making tests slow, expensive, and nondeterministic.
Acceptance criteria
- Mock the AI client or assessment boundary in tests.
- Return a deterministic valid risk assessment.
- Keep at least one small integration path available if appropriate, but do not require network access for the normal test suite.
