feat: better compilation support for workflow_settings.yaml

Better support for the best practice workflow_settings.yaml instead of packages.json especially in compilation.

**How does this help the users of the extension**
I am having very long compilation times and getting the following message:

But Google recommend having workflow_settings.yaml set up from Dataform 3.0 onwards if you have only the Dataform package as dependencies (which I would expect most people to have).

Compare the requested workflow_settings.yaml support with the current packages.json compilation behavior, starting from the extension's compilation entry point. Investigate the reported long compilation time and warning, then verify that projects using workflow_settings.yaml compile correctly without the reported issue.
