Feature Request: Add a pinging system to let students know of CRC/ placement opportunities

This feature will let its users know that a new opportunity has been posted in `CRC` or the `Placements` tab on amizone. Users of Amibot mostly check attendance, hence they miss out on opening amizone & checking notifications.

One way this can be implemented is by keeping a data set of all students in a `specific course` & `specific semester`. Then simply scraping data daily from `every course` & `every semester` and mailing the whole dataset of students if any opportunity has been found.

Define how daily scraping, course and semester student datasets, opportunity detection, and email delivery should work, then verify that matching students receive each newly posted opportunity without duplicate notifications.
