Broken Ruff plugin

### Describe the Bug

The ruff plugin is broken for version 10 and above and the project is abandoned. Many issues and [PRs](https://github.com/simhem/asdf-ruff/pulls) were open fixing it but the owner of the repo is nowhere to be seen.

There are many forks that applied the fix, should one of those be used and listed here and the default plugin instead?

### Steps to Reproduce

1. Set ruff plugin version to version 10 or above.
2. Try to install it with `asdf`
3. It fails due to a bug in the current plugin when parsing the version

### Expected Behaviour

Ruff version 10 and above is properly parsed and installed

### Actual Behaviour

Ruff plugin can't parse version 10 or above

### Environment

Inspect the current Ruff plugin and the linked forks and pull requests to understand the version-parsing failure for Ruff 10 and above. Reproduce installation with asdf using a Ruff version at or above 10; done means the plugin parses the version and installs it successfully, with the selected fork or default-plugin change clearly documented.
