Stutter on all Netflix content

### Prerequisites

### Description

All content on Netflix stutters.
Tried all framerate settings, bandwidht and so on.
Everything stutters (video only, sound is fine).
Hardware: Intel NUC NUC6CAYH, Intel HD 500 GFX should have no problems with this.
Also a pretty decent 4-core CPU (but this is stuck on 800mhz for some unknown reason)
Only in Netlix addon, other streaming-addons works, same with local mkv on extreme high bitrate.
Have 100/100 connection.
Kodi 19 on LibreElec native install.

No source file, test, or debug log is named. Reproduce playback on Kodi 19 with the Netflix add-on on LibreELEC, then collect the missing debug log and compare video-only stutter with the reported working add-ons and local MKV playback. Done means identifying the playback cause and verifying steady video without audio changes.
