It looks like Netflix is refusing connections from the plugin? I can open just fine from a browser.

Start by reviewing the linked debug log and reproducing the failure when opening the Netflix addon on Windows 10 with Kodi 18 Beta 3. Done means the addon opens successfully and the connection-refused error no longer occurs when accessing the user's list.
