[Core] Add meaningful message if users system is offline/service can't be reached

If the user is offline when trying to login, it will say to check credentials.
This should have a separate error message.

Unsure about during streaming (definitely don't bug the user, since Kodi *should* by default say that "source is too slow" but I haven't seen it yet)
