Clicking both mouse buttons quickly on an arrow button causes the time picker to spin wildly

### Steps to Reproduce
1. Open the time picker
2. Click one of the arrow buttons quickly with both mouse buttons

### Expected Results
The time numbers should change normally.

### Actual Results
The numbers start to spin wildly and can't be stopped.

Start by reproducing the issue in the time picker, using the linked project CodePen if needed, and focus on the arrow-button behavior when both mouse buttons are clicked quickly. Done means the time numbers change normally and do not continue spinning after the interaction.
