timeConstraints API not working properly

When I click on the AM/PM arrow, the hour field changes but it should not.

As you can see, when I click on the arrow circled by red marker, the no. (hours field) in the blue circle changes.

Start by reproducing the behavior in the linked CodePen and inspect the timeConstraints API path handling the AM/PM arrow. Confirm that changing AM/PM leaves the hour field unchanged; the issue does not name a source file or regression test.
