Install veining and utility-based ores and go mining.

Reproduce the reported setup with Minecraft 1.12.2, Forge 14.23.3.2655, Veining 1.3.1, and Utility Based Ores, then go mining as described. Done means determining why Veining does not work with that mod and confirming compatible vein-mining behavior, though the issue provides no files or tests to start from.
