Feature Request: Azure Servicebus Support

We're trying to use Argo Notifications for sending app status updates to a Service Bus queue similar to the integration for AWS SQS.
We tried using the Azure Rest API, but the authentication requirements do not support the static values that the current templating would allow.

Start by reviewing the existing AWS SQS notification integration and the current templating and authentication approach. Compare those requirements with Azure Service Bus and its REST API authentication constraints. Done means the project can send app status updates to an Azure Service Bus queue without relying only on unsupported static authentication values.
