Make swagger api docs available in disconnected environments

# Summary

We are hosting argo in a disconnected environment. When attempting to view API docs, they are currently unable to load so we have to go look up the data ourselves from the online docs on a different machine. A few years ago, in v3.4 these would load locally with no issue.
