UI: Change Title and Description for Intermediate Parameters

It would be great if the title and description could be changed for Intermediate Parameters

## Use Cases

We use Argo Workflows to deploy through dev/stage/prod. We always stop and ask before deploying to prod. During certain "restricted change periods" we want developers to think extra hard before deploying to prod. Our use would be:

1. Outside restricted change periods:
Title: Deploy to Production

2. Inside restricted change periods:
Title: Deploy to Production
Message: Warning: This is a restricted change period
