UI: Option to change timezone

**FEATURE REQUEST**:

**What happened**:

I noticed, that Argo displays timestamps in the UTC timezone format (e.g. the `START TIME` or `END TIME` of a workflow). As I'm analyzing Argo as part of my thesis, it would be extremely helpful to be able to view the timestamps in my local timezone.

**What you expected to happen**:

Is there a way to change that timezone to the users/servers timezone in the Argo UI?

No files, tests, or entry points are named. Start by locating the Argo UI code that renders workflow START TIME and END TIME values, then determine how a user-selectable timezone should be configured; done means those timestamps display in the chosen timezone while retaining correct UTC behavior when unchanged.
