- I can't (yet) make sense of this but it is promising.

No notebook, file, test, or entry point is named in the issue. Start by locating the parcel-analysis notebook and the data sources used for alley buffers and sewer information. Done means reporting eligible parcels by neighborhood after setting the alley buffer to zero, and documenting whether the sewer data can be used.
