No such file or directory for openocd

The full error is

java.io.IOException: Cannot run program "/Users/jackpeplinski/Library/Arduino15/packages/AZ3166/tools/openocd/0.10.0/macosx/bin/openocd": error=2, No such file or directory
```

I was trying to follow [this](https://devblogs.microsoft.com/premier-developer/remote-monitoring-of-iot-devices-using-azure-and-hololens/) tutorial and run into the error when running "Device Upload".

I've tried reinstalling the MXChip - Microsoft Azure IoT Developer Kit and Arduino multiple times but the file just doesn't seem to be there.

Start by reproducing Device Upload while following the linked tutorial, then inspect the reported Arduino15/packages/AZ3166/tools/openocd/0.10.0/macosx/bin/openocd path and compare it with the installed package contents. Done means the openocd executable is available at the expected path and Device Upload completes without the IOException.
