Description
### USB PID allocation for a potential third-party ArduinoCore-renesas board
Hello,
We are exploring Arduino support for the Vekatech's [VK-RA4M2-NANO](https://vekatech.com/products/vk-ra4m2-nano) development board, based on the Renesas RA4M2 MCU.
The proposed support would be maintained as an open-source project under the Vekatech GitHub organization and would be based on `ArduinoCore-renesas`. It is expected to include the board variant, the required RA4M2 adaptations, and an open-source USB bootloader.
Before requesting a third-party VID/PID allocation, such as one from [pid.codes](https://pid.codes/), we would like to ask about the preferred Arduino policy:
- Does Arduino allocate USB PIDs under an Arduino VID for supported third-party boards?
- If so, what are the technical, licensing, and maintenance requirements?
We wanted to confirm the preferred approach, before assigning identifiers in the core and bootloader.
Thank you.

Research direction
Start by reviewing the ArduinoCore-renesas project context and the linked pid.codes and Vekatech board information. Clarify whether Arduino provides a VID/PID allocation and document the technical, licensing, and maintenance requirements before any board variant or bootloader work begins.
