Description
Every time I try and install the Pico using the Arduino IDE board manager the install locks up.
I've tracked it down to a driver package the Pico is trying to install using dpinst-amd64.exe
Only fix for the broken IDE is a complete re-install

Research direction
The issue identifies the Arduino IDE Board Manager installation and dpinst-amd64.exe as the apparent failure point, but names no source files or tests. Start by reproducing the Pico installation and checking where the driver package hangs; done means the board installs through the IDE without locking up or requiring a complete IDE reinstallation.
