Description

Arduino IDE 1.8.10
Windows 10.0.16299

Default proxy setting when you install Arduino IDE is auto-detect. However the Arduino IDE won't connect to the proxy server on this setting.
If I set the proxy server manually in Arduino it works fine and I can see the blocks on my proxy.
Other software has no problems with auto-detecting my proxy server.

Research direction

Reproduce the issue in Arduino IDE 1.8.10 on Windows 10 with the default auto-detect setting, then compare it with a manually configured proxy. Trace the IDE's proxy and connection entry points to determine where auto-detection fails. Done means the IDE connects through an auto-detected proxy while manual proxy configuration continues to work.
