**What change would like to see?**

We should provide a more informative error message when you get the generic "avrdude: stk500_recv(): programmer is not responding". We already provide a link to the troubleshooting, but it's in the status bar and not clickable. We should provide some information directly in the editor console.

Review imported Google Code issue 923 and its additional comments for context. Start by tracing how the IDE displays the avrdude response and the status-bar troubleshooting link, then determine how the editor console should present more information; done means the generic programmer-not-responding error is clearer and the troubleshooting guidance is accessible there.
