Description

Using Arduino IDE 1.8.14 Hourly Build 2021/03/09 09:33 and Arduino IDE 1.9.0-beta build 107 with Windows 10 64 bit

1. Tools > Board > Boards Manager
2. Wait for the downloads to finish.
3. Scroll the results pane down.
4. Click in the results pane. After a second, the results pane is unexpectedly scrolled upwards:

The same occurs in Library Manager.

The issue only occurs the first time you do this after starting the Arduino IDE. You must restart the IDE to cause the issue again.

The issue occurs with Arduino IDE 1.8.9.

The issue does not occur with Arduino IDE 1.8.8.

The issue does not occur under Ubuntu 19.04.

Research direction

Reproduce the issue in the Arduino IDE through Tools > Board > Boards Manager and then in Library Manager, using the listed Windows versions. First compare behavior with IDE 1.8.8 and Ubuntu 19.04; done means clicking a scrolled results pane no longer moves it upward on the first interaction after startup.
