when update win 10 to 1901 version arduino IDE dont work normal and dont detect device

Description
i update win 10 to 1901 version, Then the software knows the common port, but does not identify the arduino device ( arduino pro mini 5 v).
(i test the unio and mega series but The problem remained.)
and Arduino IDE show the ""avrdude: ser_open(): can't open device "\\.\COM10": Access is denied."" error.
first i think my device has problem but change the devices but The problem remained until I reviewed the program from another computer with the Windows version 1809 and there was no problem.
* before update windows i dont have any problem.
