Arduino IDE 1.8.5/1.8.6 hangs by updating libraries

I become a message: you have libs to update, then i try to do it... and by the first one - i'm waiting undefined amount of time... IDE doesn't response - i can click - cancel, and it is me shown: close window, but this is all - nothing more, hanging...
moreover: i can't install any new library- this same; i have full access to my folders (u+rwx)
Linux Debian 9 64 bits;
i tried to remove all : $HOME folder, ~/.android15 ~/Android ... nothing!

Reproduce library updates and new-library installation in Arduino IDE 1.8.5/1.8.6 on 64-bit Debian 9, using the reported folder permissions and home-directory cleanup as context.
