"update your libraries" pop-up should not steal focus from editor window

First, thanks for your hard-work. Arduino is a great plataform.

I have a request: please, could you remove (or reimplement) the "upload your libraries" pop-up. It prevents me from typing and it's really annoying.

Start by reproducing the “update your libraries” popup behavior in Arduino IDE 1.x and trace where that popup is created and focused. Done means the notification can still be handled without preventing typing in the editor window; the issue does not name a file or test to run.
